Emanuele Sommario - Professor of International Law, Director of the Master in Human Rights and Conflict Management and Holder of the Jean Monnet Chair on European and International Human Rights Standards in Conflicts and Disasters - has been appointed by the Ministry of Defence as a member of the working group tasked with drafting the new military manual on international law applicable to the Italian armed forces.

This manual is set to become a fundamental tool for the education, training and operational activities of our armed forces. It will serve as an essential guide for Italian military personnel deployed abroad, ensuring their operations are conducted in full compliance with international law. The working group, comprised of experts from the Ministry of Defence, the Italian Red Cross, and academia, is entrusted with producing the final draft of the manual by the end of 2024.

Commenting on his appointment, Professor Emanuele Sommario stated: “It is a highly significant endeavour. The last Italian military manual dates back to 1991 and requires updating in various sections to reflect the legal developments of recent decades. Providing our armed forces with clear and updated guidelines is crucial, ensuring they can operate effectively while fully respecting the normative framework that binds our country.”
